Position Details
Insignia is seeking experienced Lead Environmental Inspectors/Biological Monitors and Environmental Inspectors/Biological Monitors to support construction of a new substation in Riverside County, California. Responsibilities include environmental compliance inspections, biological monitoring, nesting bird surveys, monitoring for sensitive bird species, and ensuring compliance with the California Public Utilities Commission's (CPUC) Mitigation Monitoring, Compliance, and Reporting Program (MMCRP). Positions are anticipated to begin in October 2026 and will be full-time for approximately the first 6 months, with the potential to transition to part-time based on project needs. Field schedules are expected to be 10 to 12 hours per day, up to 6 days per week.
Job Description
- Conduct environmental compliance inspections and biological monitoring during active construction.
- Perform nesting bird surveys and monitoring, compliance oversight under the CPUC’s MMCRP and monitoring for sensitive bird species.
- Coordinate with construction contractors, project managers, resource specialists, and agency representatives to resolve environmental compliance issues.
- Prepare accurate daily monitoring reports, including photographs and documentation of compliance activities.
- Deliver environmental awareness training to construction crews as needed.
- Communicate environmental requirements clearly and facilitate timely resolution of field issues.
Requirements
Requirements
- Bachelor of Science degree or higher in biology, ecology, environmental science, natural resources, or a related field.
- Lead Environmental Inspector/Biological Monitor: Minimum 3 to 5 years of environmental inspection and biological monitoring experience on California infrastructure projects.
- Environmental Inspector/Biological Monitor: Minimum 2 to 3 years of environmental inspection and biological monitoring experience on California infrastructure projects.
- Experience conducting nesting bird surveys and monitoring for sensitive bird species.
- Knowledge of environmental permitting requirements and construction compliance monitoring practices.
- Excellent communication, organization, and technical reporting skills.
- Ability to work independently while collaborating effectively with project teams and clients.
- Strong attention to detail and commitment to safety and regulatory compliance.
Other Requirements
- Valid driver's license with a satisfactory driving record.
- Willingness and ability to travel as needed.
- Ability to work extended and fluctuating field hours, including up to 10 to 12 hours per day, 6 days per week.
- Ability to lift up to 25 pounds.
- Ability to walk and work safely over uneven terrain and in varying weather conditions.
