Assistant Superintendent Production/Treatment
Position Summary
Supports the Superintendent by supervising operations and maintenance of the City’s water production facilities and wastewater treatment plant, ensuring regulatory compliance, asset integrity, safety, and operational efficiency, while serving as a primary liaison with internal teams, vendors, consultants and regulatory agencies.
Essential Functions
- Plans, directs and evaluates the operations for the City’s water production and wastewater treatment facilities.
- Oversees asset management and maintenance planning for the City’s water production and wastewater treatment facilities; use data to improve the preventive maintenance program.
- Monitors and reviews ongoing projects and provides direction and assistance with operational problem solving.
- Assists staff by determining work and project priorities, assigns tasks, and coordinating schedules; manages contractors to ensure alignment with project timelines and staffing needs.
- Works collaboratively with government agencies, residents and commercial consumers regarding water production and wastewater treatment issues.
- Establishes work standards and completes employee performance evaluations.
- Conducts regular inspections of the plant, lift stations and water production operations; evaluates work performed by subordinates and contractors; verifies proper equipment maintenance and servicing are performed according to standards; ensures plant operations are running efficiently, safely, and in accordance with regulatory requirements.
- Provides oversight for sampling, reporting procedures and testing programs to ensure regulatory compliance.
- Develops and implements standard operating procedures (SOPs) to ensure consistent, efficient and compliant operational workflows.
- Coordinates and conducts safety training to instruct personnel in proper compliance with safe work methods and procedures; ensures compliance with safety requirements of assigned operations.
- Prepares and provides accurate reports for the appropriate regulatory agencies; writes job documents for bid pricing proposals.
- Recommends purchases of supplies, parts, service contracts, equipment, etc. in accordance with the City’s purchasing policy; manages inventory of parts and supplies.
- Monitors communication systems to ensure continuous and reliable operations; responds promptly and effectively to emergencies or system failures to minimize service disruptions and ensure public safety.
- Enhances team efficiency and customer service by offering suggestions and actively contributing as a team member.
- Demonstrates courteous and cooperative behavior when interacting with the public and staff; acts in a manner that promotes a harmonious and effective workplace environment.
- Assists with City snow removal operations, as determined by the Public Works Director.
Qualifications
- Two years of college-level coursework in biology, engineering, or a closely related field; AND four years of journey-level experience in water and wastewater operations and maintenance; OR an equivalent combination of education, training and experience as determined by Human Resources.
- Illinois Class B driver’s license.
- IEPA Class C Water Plant Operator certification preferred at time of hire, OR obtained within three years of start date.
- IEPA Class I wastewater treatment plant operator license preferred at time of hire, OR obtained within three years of start date.
Required Knowledge & Skills
- Public works operations, maintenance, renovation and construction technologies related to water and wastewater.
- Operating capabilities and applications of production and treatment equipment.
- Supervisory and budgeting principles and practices.
- Creation and implementation of standard operating procedures (SOPs).
- Project planning, implementation and evaluation principles and practices.
- Principles, methods, and techniques of maintenance management.
- Local, state, and federal codes and regulations related to programs and activities.
- Applicable computer software programs, including asset management software, SCADA and Microsoft Office.
- Safety practices and procedures.
- Standard office practices and procedures, including filing and the operation of standard office equipment.
- Techniques for working collaboratively with a variety of City staff, the public and vendors, in person and over the telephone.
- Correct business English, including spelling, grammar and punctuation.
- Planning, organizing, supervising, reviewing and evaluating the work of others.
- Training others in policies and procedures.
- Utilizing and maintaining record keeping and filing systems.
- Performing accurate arithmetic calculations and data analysis.
- Establishing and maintaining effective working relationships with vendors and others contacted in the course of the work.
- Preparing clear and concise reports, correspondence and other written materials.
- Using initiative and independent judgment within established procedural guidelines.
- Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.
- Speaking English effectively to communicate in person or over the telephone.
- Regular and reliable attendance is an essential function of this role.
Salary and Benefits
Salary Range: $94,478-$141,718 DOQ. FLSA Status: Exempt. Benefits: Includes medical, dental, vision and life insurance (City contributes annually half the cost of the deductible to employee HSA), tuition reimbursement, paid time off, and participation in the Illinois Municipal Retirement Fund (IMRF).
